Historia El C.B.T.i.s. No. 28 inicia sus labores en Septiembre de 1972, y es inaugurado oficialmente el 17 de Noviembre del mismo año, en ése momento únicamente se imparten cátedras para las especialidades de Electromecánica y Contabilidad. Inició sus actividades en el edificio de la Escuela Secundaria Federal, ubicada en la Av. Rafael E. Melgar y calle 5 Sur. En ese mismo año pasa a ocupar sus instalaciones actuales, compartiendo sus aulas y talleres por espacio de 8 años con la Escuela Secundaria Técnica N° 6. La primera generación de egresados corresponde al periodo 1972-1975, siendo su primer director el Profr. Pastor Castro Soberanis. En el año de 1981, la Escuela Secundaria Técnica N° 6 abandona las instalaciones del CECyT N° 159 (nombre inicial), para ocupar sus propias instalaciones. En esemismo año, el CECyT N° 159 cambia su denominación y se le asigna el de Centro de Bachillerato Tecnológico Industrial y de Servicios N° 28 nombre que actualmente ostenta.
